Sainsel is governed in its actions by Title VII of the Public Administration Assets Law (Law 33/2003, of November 3) and by the private legal system (specifically, by the Capital Companies Law, consolidated text approved by Royal Legislative Decree 1/2010, of July 2).

For this reason, Sainsel is subject to the Organic Law of the Court of Auditors (Organic Law 2/1982, of May 12), the General Budgetary Law (Law 47/2003, of November 26), the Law of Contracts of the Public Sector (consolidated text approved by Royal Legislative Decree 3/2011, of November 14) and the Law of Transparency, Access to Public Information and Good Governance (Law 19/2013, of December 9).

Likewise, and in accordance with article 192 of the aforementioned Royal Legislative Decree 3/2011, Sainsel approved contracting instructions (Sainsel Internal Contracting Instructions) so that the award procedures, in which Sainsel holds the status of entity contracting party, comply with the principles of publicity, competition, transparency, confidentiality, equality and non-discrimination.
